Apocalyptic license
Emergencies suspend the rules. So the emergency never ends.
Function: Raise stakes to national-existential so that ordinary scruples register as suicidal squeamishness.
Classification: force multiplier, not closure. This construction does not itself make a question unaskable — it raises the cost of asking, or exhausts the capacity to adjudicate. It is documented because the closure devices run on it.

The innocent reading
Politicians routinely say elections are “the most important of our lifetime”; alarm can be sincere and even correct.
Why the pattern holds anyway
Sincere alarm specifies the threat model and accepts measurement — which metric, what threshold, falsifiable how? The corpus construction is measurement-proof: the catastrophe is always imminent, never arrives on schedule, and rolls forward without revision; and it is paired, in the same speeches, with the permission structure (fight, strength, retribution) that the stakes exist to license. Stakes that only ever license are stakes as instrument.
