Status: pending legal review. This page will carry the CPAC address of March 4, 2023 — the flagship source for D1 and D12 — as a full verbatim transcription with an annotation layer: device spans underlined in the token palette, a margin minimap of tag density, per-paragraph C-SPAN timestamps, and a persistent header stat reading “n% of this speech is tagged; the rest is before you.”
Reproducing a complete transcript deliberately exceeds the minimal-quotation policy that governs everywhere else on this site. The fair-use rationale (scholarship and criticism; the annotation layer is the transformative purpose; political speech at a public event; no market substitution) is strong but goes to counsel before build. The specified fallback — paragraph-level excerpts with an embedded C-SPAN player and a downloadable coding sheet keyed to timestamps — is one configuration flag away.
